Where are you getting this statistic?

The internal combustion engine, running on gasoline, has turned into quite a problem for the environment emissions-wise.
What environmental impact does the ICE have? What is the impact from the emissions?

The majority of airplanes, boats, and trains run off the same basic engine, but produce a larger amount of emissions.
Aircraft and trains are more efficient in terms of mileage and tonnage than any automobile (see mass transit systems). Also, they number fewer than automobiles so they do not produce a larger amount of emissions in that sense. Jet engines are not like internal combustion engines either.

Essentially, if the country plans to switch over to a new type of fuel, it needs to be a complete switch, which would require everybody to get new cars.
Why?

Since the whole method of producing power revolves around spinning a turbine, there must be an easier way to do it.
Can you provide a new way? A nuclear power plant spins a huge turbine. A water power plant spins a huge turbine. A fusion power plant would spin a huge turbine too by heating water via fusion then using the steam power to drive the turbine.

A twenty cent increase in gasoline taxes is huge.
