evaluation by sumner

I enjoyed this article in the Cato journal. I know that this journal backed up my personal opinion of more merit based scholarships, but this is not the only reason io enjoyed it. I do not trust articles that do not give points to the opposing side and i feel that this article explained the issue from both sides in depth. The cato institue would tend to agree with merit based scholarships because it is based on the ideas of individual liberty, limited government, free markets, and peace. This institute is funded by only non government and non corporation means. It is a non profit organization that is funded mostly by the sale of publications.
