Evaluation of Lou_Dog by StrongBad

This paper spends a lot of time describing the problem, and a lot of time describing what other country's solutions have been. I think more time should be spent on what a few effective solutions would be for America, and really exploring those in depth. I did find it very helful that you researched other country's policies are regarding auto transport, but I think that some solutions that work for places in Asia would be extremely difficult to implement here. This is a good essay, thought. It just needs a bit more substance.
