This paper brings up a very important point by looking at the effects that this tax would have not on the enviornment, but on businesses and families. It also provides a possible reconciliation to make the tax pass while still not hurting the businesses as much. The writer provides a few different possibilities that all seem to be good substitutes which makes his argument very strong.
